how does the T5 secure into the wall/substrate?

Hi.

The front plate comes off and the back plate screws directly onto the wall.

where is on/off switch located??

Hi.

It is hardwired in. Your electrician will put a switch on the wall.
The unit itself does not have a built in switch.

Is the 14w the 645mm and 21w the 960mm option?

Yes the 14W is the smaller size and the 21W is hte Larger size.
