As of June 2008 the Australian Government stipulated that all new installations of Halogen Downlights must us a HEAT GUARD.
This can will shield your ceiling from dangerous heat expelled from your downlights
AUSTRALIAN STANDARDS Wiring Safety Regulations (AS/NZS 3000:2000(Clauses 1.7.6, 1.8.6, 1.9.2, 4.3.2 etc) state that there must be “Protection provided against thermal effects, eg. Enclosure, guarding or screening of flammable materials, hot surfaces and parts that may cause physical injury.”

Hi,
These heat guards are not required with LED's in order to satisfy Australian Safely guide lines.
However they can be useful if you have ceiling insulation or large volumes of dust in your cavity.
